Multi-device operations boosting Kabelnoord to national carrier-grade IPTV.
Kabelnoord is a 50-person regional ISP in the Netherlands. As streaming reshaped viewer expectations, Kabelnoord realized their legacy platform couldn’t keep pace, and building a full OTT stack independently wasn’t a realistic option for a company their size.
Yet today, their TV product stands alongside the best a national broadcaster can offer.
Here’s how they did it
Deliver a national-grade TV experience without a national operator’s budget, team or infrastructure.
Zattoo End2End: a fully hosted, white-label IPTV platform with Android TV STB, multi-device apps and content super-aggregation.
Live on five platforms from day one. ~1,000 early customers migrated. 99% satisfaction.
A dominant regional operator at a crossroads.
Kabelnoord has been a key telecoms player in Northeast Friesland for over 45 years. Four municipalities own it.
The market was moving, but the platform couldn’t
But with streaming consumption accelerating and viewer expectations changing, the gap between what Kabelnoord could offer and what customers wanted was widening.
Younger subscribers were measuring it against their mobiles.
Building a full OTT stack independently wasn’t realistic for a 50-person company.
So they didn’t. They partnered with Zattoo.
The right partner with a trusted track record
Kabelnoord is a trusted community brand. Their customers expect reliability. That meant finding a partner with the same standards: proven in-market, end-to-end and ready to deploy. Zattoo’s track record in the Netherlands, combined with its European SaaS compliance posture, made it the clear fit. One partner. One platform. Fast to market.
‘Operating a centralized video platform with Zattoo is far more efficient for us than trying to build and maintain our own infrastructure.’
Kabelnoord leadership
Live on 5 platforms. From day 1.
Full capability with zero build
With Zattoo’s End2End platform taking care of everything behind the scenes (hosting, app operations, content aggregation, device certification), Kabelnoord was able to launch its new IPTV service quickly and with confidence.
When the service went live (26 May 2025), the result was immediate and tangible: subscribers gained access to television across five platforms from day one, running on Kabelnoord’s own state-of-the-art fibre network.
The same breadth, the same quality, the same experience as any major national broadcaster. Without having to build a single piece of it themselves.
‘With Zattoo as a single point of contact for the entire platform, we can focus on the things that actually set us apart: our customers, our network, our community.’

Phase 1: complete. Phase 2: growth.
The first phase of the Zattoo partnership was modernisation: closing the technology gap and giving Kabelnoord a platform to compete on.
Phase two is expansion. With a sharper commercial offer and a new promotional push in market, the focus shifts from defending market share to actively growing it.
For regional ISPs at the same crossroads — loyal customers, ageing infrastructure, rising expectations — Kabelnoord is proof that scale is no longer the deciding factor. The right end-to-end partner is.
An ongoing partnership
What started as a platform migration has become a long-term strategic relationship. Zattoo’s roadmap is Kabelnoord’s roadmap: every product upgrade, every new integration, every platform improvement lands without adding to Kabelnoord’s operational load.
‘This wasn’t just a leap forward in what we could offer our customers. It was a leap forward for the company as a whole.’
